Matt Cutts made an announcement on Twitter today about a new tool developed to let Google know when you find scraped content ranking higher than original content.
Click the Scraper Report Tool
In the form enter the URL on the site where the content was taken from, the exact URL on the scraper site, and the Google search result URL that explains the problem.
Then asks you to confirm that your site is following Google Webmaster Guidelines.
