Google has announced some new features for Google +.But some of the features are same as Face book. Anyways let see about Google + Features:
Hangouts on your phone
Hangouts should keep step with how you socialize in the real-world. So now Google has introduced hangouts on your phone. To use, just find an active hangouts in the stream, and select “Join”. But hangouts are currently applicable only for Android 2.3+ devices with front-facing cameras.

Hangouts On Air
Using Hangouts On Air you are able to broadcast your things with up to 9peoples.To get started, simply start a hangouts and you get an option to broadcast and record your things.

Hangouts have included a normal set of in-room actions like chatting and co-viewing videos.
Search in Google+
You can find the people by searching in the Google+ box. For example, if you are looking for a cooking specialist, then type in Google+ search box and it will display relevant peoples and posts to cooking also popular food from the all around globe.

Google+ search will connect the peoples by their posts on Google+. Let’s join the Google+ features.

initially it is not necessary to go for a paid version. You can use any of the open source CMS to integrate your blog. I personally like wordpress.
