Keyword planner comes from the combination of Keyword Tool and Traffic Estimator which is combined by Google.

Over days it has became cumbersome using two tools for search campaign.
We work to that to get more simplified and today we’re launching a new tool Keyword Planner to reduce the difficulties of past. You can use Keyword Planner to find new keywords and ad group ideas and can choose the bid and budget right for you. It also combines with new features like multiplying keywords (combining two or more list to generate new keyword which let you know the target of particular cities and regions in the country).
It also lets you add keyword and group ideas to a “plan,” which Google describes as a shopping cart of ideas that you can add to a current or new campaign. It about to launch in about sixty days
